Objectives and results

The transparency within municipalities is limted due to lack of human resources and lack of institutional tradition. Although municipalities have their websites, they are using a uniform form made from the central level that lacks interactive features for the citizens. A system for managing citizen's requests and everyday problems is also lacking, limiting the decision-making process to sometimes a rather ad hoc endeavour.
