About the organisation

The Secretariat for Legislation was established by the Law on the Government of the Republic of North Macedonia as an independent professional service. It is responsible for ensuring the consistency of the legal system, the compliance of laws and other regulations with the Constitution of the Republic of North Macedonia and with international treaties ratified in accordance with the Constitution of the Republic of North Macedonia. The Secretariat for Legislation also performs its function in ensuring methodological unity in the preparation of laws and other regulations from the aspect of their professional legal conception in accordance with the legal system and nomotechnical formation of the texts of laws and other regulations prepared by ministries and other administrative bodies by providing professional legal opinions to them. In this sense:

• It provides expert assistance to state administration bodies and administrative organizations and participates in the drafting of laws and other regulations;
• It studies issues in the field of the legal system and provides expert opinions and proposals to the Government of the Republic of North Macedonia on those issues;
• It ensures the publication of regulations and other acts in the "Official Gazette of the Republic of North Macedonia".

Objectives and results

The following objectives were pursued with the implementation of the CAF in the Secretariat for Legislation of North Macedonia:

• Introduction of quality management processes in State Commission against Corruption,
• Identification of strengths, areas for improvement and measures to improve the Secretariat for Legislation,
• Overall improvement of the organization.

Implemented activities

So far, the following activities were set up to implement the CAF program in the Secretariat for Legislation of North Macedonia:

• CAF Training – October 3rd, 2024
• CAF Consensus Workshop – October 24th – 25th, 2024
• CAF Action Plan Workshop – December 5th, 2024

Based on the agreed CAF Improvement Plan, the improvement activities will be implemented by June 2027, under the supervision of the CAF Programme Manager of the Secretariat for Legislation of North Macedonia, Biljana Angeleski.
