About the organisation

The Municipality of Zeta is the newest municipality of Montenegro, created in 2022. With the adoption of the Law on the Capital City in 2005, the former municipality of Podgorica became the capital of Podgorica, on whose territory the city municipalities of Golubovci and Tuzi were formed. In 2022, the municipality of Golubovci became an independent municipality under the name Zeta.

The Municipality of Zeta is structured in eight departments, namely:

• Secretariat for Local Self-Government and Social Activities
• Secretariat for Finance and Budget
• Secretariat for Entrepreneurship and Agricultural Development
• Secretariat for Spatial Planning, Environmental Protection and Transport
• Directorate for Property and Protection of Property Legal Interests
• Office of the Mayor
• Office of the Chief Administrator
• Office of the Zeta Municipal Assembly

The municipality provides for 149 job positions, of which 74 are filled.

Objectives and results

The following objectives were pursued with the implementation of the CAF in the Municipality of Zeta:

• Implement the CAF in accordance with the European requirements of the CAF Quality Label,
• Deepen the practical knowledge of the employees of the CAF Self-Assessment Group (SAG) in the Municipality of Zeta on the principles of quality management,
• Develop the strengths, improvement areas and improvement actions of the Municipality of Zeta in a self-assessment process with the SAG,
• Based on the structured improvement plan to implement sustainable improvement actions and strengthen the total quality management culture in the Municipality of Zeta,
• Enable the CAF SAG of the City of Sarajevo to implement the CAF independently,
• Enabe the Municipality of Zeta to design future activities based on the results of the project, also linking it to other ReSPA RQMC activities (such as the PEF Procedure for obtaining the CAF label);

Implemented activities

So far, the following activities were set up to implement the CAF program in the Municipality of Zeta, Montenegro:

• CAF Training – September 24th, 2024
• CAF Consensus Workshop – November 18th – 19th, 2024
• CAF Action Plan Workshop – December 12th, 2024

Based on the agreed CAF Improvement Plan, the improvement activities will be implemented by December 2026, under the supervision of the CAF Programme Manager of the Municipality of Zeta, Mr Marijana Nedović Radulović.
