CAF - Ministry of Public Administration of Montenegro - MJU
About the organisation
The Ministry of Public Administration of Montenegro (MJU) is in charge of creating public policies governing the public administration system in Montenegro and implementing the digital transformation that should ensure better quality of services and new digital services. The main task of the MJU is to work with partner ministries to introduce new practices, processes and methods of designing, delivering and managing programmes and services that meet the needs of citizens. Inclusion, equality and accessibility are the guiding principles of the MJU. The Ministry of Public Administration of Montenegro implemented the Common Assessment Framework (CAF) cycle for the second time, with the aim of continuously improving the ministry.

Objectives and results
The Ministry of Public Administration decided to implement the Common Assessment Framework CAF aimed at improving the quality of the ministry's overall work by:
- Introducing the quality management process in MJU. Providing support to implement CAF at the headquarters of the organization. To enable all employees of MJU to implement quality management themselves through the application of CAF.
- Identification of strengths, areas for improvement and improvement measures.
- Enabling MJU to design future activities based on the results of the project, linking with other activities of the ReSPA Regional Centre for Quality Management.
Implemented activities
So far, the following activities were set up to implement the CAF program in the Ministry of Public Administration of Montenegro:
- CAF Training – July 19th, 2023
- CAF Consensus Workshop – September 27th - 28th, 2023
- CAF Improvement Action Plan Workshop – October 24th - 25th, 2023
Based on the agreed CAF Improvement Plan, the improvement activities (7 CAF Packages) will be implemented in the following time frame: 2023 – 2025, under the supervision of the CAF Programme Managers of the Ministry of Public Administration of Montenegro, Boban Jovović and Milica Pajović: boban.jovovic@mju.gov.me ; milica.pajovic@mju.gov.me
