Project description

The new Digitalisation Study „Empowering Progress with Digital Transition in Western Balkan and Moldova Local Governments“ was published and formally presented in October, 2023 at the 6th Western Balkan Digital Summit in Sarajevo!

The report sheds light on digital transformation in local governments in the Western Balkans 6 and Moldova: it provides insights and analysis on digitalisation, identifies gaps and challenges to effectively implement/drive digitalisation in local governments, shows the current developments highlighting best practices, areas for improvement and the importance of collaboration. It covers key aspects of digital transformation in local governments, such as Economy Information, Infrastructure, People-Centred Digital Transformation- Skills and Capacities, E-Government, Open Data, Cybersecurity, Holistic and Sustainable Society and Funds for Supporting Digital Transformation.

The report addresses local governments, central governments, local government associations and the European Union, helping the latter to better understand the local level and involving local governments in the accession dialogue. While several studies on the digital transformation of central governments are available, knowledge on the digitalisation of local governments is very limited, which is why the report represents an important milestone, being the first of its kind in South East Europe.
